I checked again and Michael Lee is the one that wrote the article. The quote came from Steve May (Pixar's chief technology officer) and it was about Brave, not Frozen.
Actual quote was:
After the hair, the women became the second biggest challenge. “Animating female characters is actually harder than animating male characters,” said May. “Maybe we’ve just caricatured the male characters a little more.”
Proof that even at the world’s most successful animation studio, the art form is still evolving.

Which… is still a problem (and something we can see reflected in Frozen) but was not said by people working on Frozen, as far as I can tell.
